cents instead of the ten cents charged by the Prit-

Ish Post Office. The Office here is not supplied

with a copy of the postel Convention, but it evitars

to me that the present move must be an infringement

of 1ta provisions.

I am communicating with the Government of Hong-

kong end proposing that unless it is contemplated

to shendon their Postel Agency hore sltogether, tho

only course open 13 to have en egency in the Eritish

Concession and to edot the Hongkonɛ rate of foar

cents on all letters to Great Britain end her doyon-

dencies.

I regret that I was not able to furnish the

above information carlier, but the matter hed hou

kept secret, and even now has not been publicly

announced.
